Senior housing complex proposed

400-unit facility would be located on Three Mile

TRAVERSE CITY -- A senior housing complex with upwards of 400 units is proposed along Three Mile Road in East Bay Township.

Preliminary plans for the yet-unnamed development were presented last week to the East Bay Township Planning Commission, consulting engineer Doug Mansfield said. Plans call for three 3-story "congregate care" residential buildings with 120 units each, a 50-unit assisted living residence building and at least 19 single-story duplex cottages.

The project is planned for a 54-acre parcel on the west side of Three Mile Road north of Hammond Road. The land is in the township's high-density residential zoning district, East Bay zoning administrator Leslie Couturier said.

Developers will seek funding assistance for construction through the Michigan State Housing Development Authority, Mansfield said.

Rental rates would start at around $635 per month. Project developers include Eastwood Custom Homes and Mansfield & Associates of Traverse City, architects Progressive Associates of Petoskey and operating managers Reenders Inc. of Grand Haven.

Mansfield said a formal "planned unit development" application to the township planning commission is expected by early June, with construction to begin this fall. Under East Bay zoning, the planning commission reviews and makes a recommendation on PUD applications with final approval resting with the township board.

The complex will be operated by Heritage Property Management based in Indiana. Developers said the development would be similar in scale and appearance to The Village at Bay Ridge, a senior housing project off Silver Lake Road in Garfield Township also operated by Heritage.
