TRAVERSE CITY — A man shot by police Taser after a late-night chase was arraigned in 86th District Court.
Robert Lee Foster, 47, of Traverse City, was charged Thursday as a habitual offender with third-degree fleeing and eluding a police officer, punishable by five years; and assaulting, resisting and obstructing a police officer, punishable by two years.
A deputy pulled Foster over early Tuesday morning on an outstanding warrant for violating bond conditions on a previous operating while intoxicated charge. Foster would not get out of his car and sped away when the deputy grabbed him in the vehicle, according to court records.
The deputy pursued Foster through residential streets at speeds above 50 miles per hour. The chase ended in Hull Park, where Foster's car was disabled by tire-puncturing "stop-sticks." Foster allegedly tried to run away but was stopped by the Taser.
Foster was convicted in 1993 of armed robbery and assault with intent to do great bodily harm less than murder in Wayne County, and first-degree retail fraud in Washtenaw County in 1999.
He is being held on a $100,000 cash bond. A preliminary examination is scheduled for Feb. 23.
