TRAVERSE CITY — A dead, frozen dog spent days this week atop a trash bin at Grand Traverse County's Animal Control shelter, prompting questions about how the agency disposes of euthanized animals. County health department officials said they left the animal on the trash bin so its owner could stop by and remove its collar.
